I was able to disable file download popup in all popular browsers other than Net Explorer.

I believed this would do it, however I still gain the popup:

Web Explorer -> food selection Tools -> Web Options -> Security -> choose zone (example: Internet) -> Security levels for this zone -> Custom level... -> Downloads -> Documents download -> Automatic prompting for file downloads -> Disable -> OK -> Yes -> OK.

I am not interested in automating the popup, I do not want it to show up.

The OS is Windows Server 2003, Internet Explorer 8.
