hi ,,, this could sound silly, however we use to have a HP pc of about the very same age at work & 1 day it would not rotate on,,, the power leads were fine and power was going in, yet still could"nt rotate it on,,, i took the front cover off & noticed that the button that you push for on and also off was missing a tiny switch behind it, i puburned the little bit switch through the end of a pen & on it came,,,, just a thoughtgood luck
